Administrator, Medi-Cal and FQHC Program

The Administrator of Medi-Cal and Medi-Cal program reports directly to the Chief Operating Office of MSO and CM and is accountable for the key strategic initiatives related to Medi-Cal, FQHC, and DSH. Responsible for all operational and financial activities related to FQHC, Medi-Cal program and reimbursement. Implements, monitors, and directs goal and objectives of the program including CMS and HRSA program requirements. Maintains and develops relationships with HRSA program officer and grant management specialist complying with all governmental agencies and regulations. Contributes to, participates in, or is responsible for budgeting, corporate strategic planning, growth, and development efforts. Further develops collaborative and effective working relationships with physicians and clinicians both in the medical group and in the community and leads initiatives to grow the overall business of PIH Health.

Required Skills

  • Demonstrates understanding of strategic planning and program development
  • Identify, set, and communicate expectations of and manage processes to measure, assess and improve the program
  • Prepare and provide oversight for HRSA or other regulatory agency on-site visits
  • Formulate objectives and processes that create short and long-term planning to evaluate quality if services, productivity, and future needs
  • To become familiar with local agencies to increase business
  • Prepare and/or direct preparation of all grant submissions as applicable
  • Monitor all notices and awards and conditions on notices as applicable
  • Prepares and submits reports on program performance including but not limited benchmark, referral management, advances in patient experience and staff engagement
  • Possess excellent verbal and written skills, with the ability to communicate technical issues to non-technical audiences.
  • Demonstrates comfort in speaking and interacting with physicians and executives at the highest level of the organization
  • Strong public presentation skills.
  • Excellent management skills that emphasize mentoring, development, and team building.
  • Strong negotiation, interpersonal, facilitation, financial management and strategic planning skills.
  • Ability to learn quickly, perform through analyses and resolve problems.
  • Excellent organizational skills, with the ability to handle multiple priorities in a fast-paced environment.
  • Strong strategic planning, business development, physician relations, project management and business skills.
  • Leadership skills including ability to prioritize and organize work; flexibility and agility to process information and adapt quickly to a changing healthcare environment; create goals and accountability; lead projects from concept to implementation in a timely manner; and achieve results.
  • Strong computer skills.

Required Experience

  • Bachelor’s Degree in relevant area of study

Preferred:

  • Master’s Degree in Healthcare or Business Administrative
  • Healthcare experience strongly
  • Ten (10) years progressively responsible experience in related field (FQHC, Medi-Cal program, business development or hospital administration)
